Sir,

I am directed by Mr Secretary Clynes to refer to

the confidential despatch No. 4 dated the 27th December, 4

1929, from the Governor of Hong Kong, enclosing a report

by the Superintendent of Imports and Exports at Hong Kong

on a seizure of prepared opium destined for the United

States, a copy of which it is understood has been forwarded

to the Foreign Office under cover of Colonial Office letter

No. 72752/30 of the 18th March, and to say that several

seizures of opium bearing the spurious "Lam Kee Hop" labels

were the subject of discussion at the recent Session of the

League of Nations Opium Advisory Committee. Copies of the

relevant extracts from the Provisional Minutes and Reports

of the Committee are enclosed.

As the Chinese Government may claim that the source

of this opium is in the Foreign Settlements in Shanghai it

would perhaps be advisable to send a copy of Mr. Lloyd's

report, together with the enclosed photostat and copy of

the labels to H.M. Consul-General at Shanghai for communica-

tion to the Settlement Authorities and inquiry as to whether

anything is known or can be ascertained as to the locality

from which the opium bearing the "Lam Kee Hop" labels is

coming.
